Immigration Reform and Adult Education Funding

VOXXI on the possibility of immigration reform serving as a lever for increasing the federal investment in adult education:

[A]s talks heat up regarding anticipated immigration reform, the grease used to accomplish such a monumental task will indeed be English adult instruction on a national level.

This is similar to the previous large immigration overhaul in 1986 when $4 billion was earmarked towards states providing English classes. However, [Migration Policy Institute Policy Analyst Sarah] Hooker said whatever reform does happen, plenty of questions remain.

“English classes would likely be an element of any major reform bill,” Hooker said. “The one question would be at what point would someone have to demonstrate English proficiency? Is it going to be at the point of adjusting to a temporary legal status or applying for citizenship or some intermediate point along that pathway?”

I think the biggest difference between now and 1986 is that it is much less likely that an immigration reform bill introduced this year will include any new funds for additional English classes. If anything, we’re more likely to see additional cuts to federal spending for non-defense discretionary programs like adult education later this year. To me, it would be perverse for a comprehensive immigration reform bill to ignore the dramatic state budget cuts to adult ESL classes in states like California. But it appears Congress is going to be stuck in fiscal austerity mode for some time, and so I’m hard pressed to come up with a scenario in which immigration reform results in a significant new federal investment in adult education.

I’d love to be wrong about this.

[1] As noted in this commentary by Robert Greenstein, the end-of-the-year “fiscal cliff” budget deal only delayed the scheduled across-the-board sequestration cuts that were supposed to kick in on January 2nd:

Sequestration will hit March 1 unless the President and Congress delay it further or replace it with something else.  Republicans are insisting that policymakers must replace every dollar of across-the-board cuts that’s cancelled with a dollar of spending cuts.  The White House, consistent with its dollar-in-taxes-for-a-dollar-in-spending principle, wants to replace sequestration with a package that includes equal amounts of revenue increases and spending cuts.

Both sides, in other words, have already agreed that additional spending cuts will be on the table during the next round of negotiations, and while this doesn’t necessarily mean cuts will be made to adult education, any non-defense discretionary program is pretty vulnerable as both sides look for things to cut. Further, the likelihood of any increases in discretionary spending for things like adult education seem to me to be pretty unlikely in an environment where both sides are looking for $2 trillion in deficit reduction…

Report: Immigration Reform Push To Begin This Month

An Obama administration official has told the Huffington Post that despite the likelihood of another time-consuming fiscal confrontation with Republicans later this winter, President Obama still plans to push for immigration reform in January:

An Obama administration official said the president plans to push for immigration reform this January. The official, who spoke about legislative plans only on condition of anonymity, said that coming standoffs over deficit reduction are unlikely to drain momentum from other priorities. The White House plans to push forward quickly, not just on immigration reform but gun control laws as well.

Bu the story goes on to say that the path to an approved bill could be a long one:

Aides expect it will take about two months to write a bipartisan bill, then another few months before it goes up for a vote, possibly in June. A bipartisan group of senators are already working on a deal, although they are still in the early stages. Rep. Zoe Lofgren D-Calif. will likely lead on the Democratic side in the House. While many Republicans have expressed interest in piecemeal reform, its still unclear which of them plan to join the push.

English-Only Laws Are Divisive and Ludicrous

Fredrick Kunkle wrote a story for The Washington Post earlier this week about a proposed English-only ordinance in Carroll County, MD. Kunkle finds it curious that English-only would be much of an issue in a county where only about 2.6% of the resident are Latino. There is no mention in the article of the recently enacted Maryland DREAM Act, and whether the controversy over that measure over the last year or so might have anything to do with the timing of this proposal.

Later in the story we learn that the ordinance wouldn’t actually do anything:

Kim Propeack, political director of CASA of Maryland, said the proposed ordinance’s only significance is its symbolism. Federal and state laws require that services they fund must be accessible in languages besides English. It’s also meaningless in the private sector, where businesses that are eager to win new customers have embraced bilingualism.

“On a policy level, this is just ludicrous,” Propeack said. “You have to wonder what they’re really trying to say.”

Two paragraphs later, we have our answer:

“Send them all back where they came from,” said store owner Shane Fitzgerald, 33.

One other point that can’t be made enough, apparently. If universal, free, English-language instruction were suddenly made available to all, and everyone who wanted to learn English enrolled tomorrow, (and plenty of people would) that would not remove the obligation to provide government services and information in multiple languages, because it actually takes some time to learn a new language. And you’d need to keep those services and information resources accessible to non-English speakers even after all your current residents have learned English, because more non-English speaking people will be coming along right behind them.

That is, unless you take the position that non-English speakers simply don’t have the same rights as those who do.

There just isn’t any remotely legitimate policy interest behind English-only laws. The government has an obligation to treat people equally and fairly, and not every one of us at any given time speaks/read/understands English. It’s pretty simple.

Most non-english speaking people want to learn English. The way to support people to do this is to invest in programs that will help them to learn. I don’t know about Carroll county, but recent reports are that Maryland has an adult education waiting list at any given time of about 1,200-2,700 people. (And a report from a few years earlier had that number at about 5,000, with the vast majority waiting for ESL services.) Waiting list numbers always underestimate the actual demand for services, because many people have given up looking, or can’t find a suitable program in their community to begin with.

Early Reports Suggest DACA Increasing Demand for Adult Education

Back in I August I wrote an article suggesting that the new Deferred Action for Childhood Arrivals (DACA) initiative might increase demand for GED classes—and for adult education classes in general.

According to Miranda Leitsinger of NBC News, it has. Although it’s not clear yet what the impact of DACA has been on the demand for adult education in general, she reports that interest in the GED test is on the rise, at least in some states.

Some GED state testing centers are seeing a spike in requests to take the test or a course, as well as an uptick in calls with questions about the exam since the government began accepting applications for the deferred action program on Aug. 15, according to an informal survey of state GED test program administrators conducted by the GED Testing Service, the official creator of the exam.

In Iowa, centers have experienced a 20 percent rise in English as a Second Language attendance for GED prep, while Massachusetts has seen a 25 percent to 50 percent surge in registration for the test through Spanish. In North Carolina, there has been a 5 percent to 10 percent increase in testing requests, including to take it in Spanish, prompting adminstrators to order more such tests for next year.

I suspect that the main reason an increase in demand is only being reported from some states is due to a lack of data. The GED test program administrator survey cited here, for example, is characterized as “informal,” and it could be that many states did not respond or have not collected data on this yet.

Leitsinger also suggests that DACA is increasing immigration advocates’ awareness of the lack of adult education services available:

I think it’s fair to say that the immigrant rights movement is discovering the education reform movement … and that they’re really coming to understand, first of all, how hard it is to get a GED and secondly, how limited the capacity of adult education programs is,” said Margie McHugh, co-director of the Migration Policy Institute’s National Center on Immigrant Integration Policy. “Certainly this 350,000 or so young people are the most immediate concern and the most vulnerable for not making it through the process, and that’s very much related to both the difficulty of pursuing a GED or completing a GED … and also the lack of availability of programs.”

What’s critical about all this is that it means that the relief provided by DACA is going to be much more accessible to those with the means to pay for GED classes. I’d be interested to know the extent to which the administration took into account the availability of free/low-cost adult education services when they formulated this policy, and whether they were concerned that the lack of such services might seem unfair to those with limited means. Secondly, now that there is evidence that the potential DACA applicants are frustrated by the lack of affordable services, whether this presents an opportunity for immigration rights advocates and adult education rights advocates, working together, to ramp up our advocacy on the need for adult education services.
