Letter to the Editor: “Adult Education Overlooked”

Letter to the editor published in the November 21st edition of The Bangor Daily News:

I write to expand on John Rohman’s Nov. 12 letter about Early Childhood education funding and the education-economy connection, specifically on behalf of another often-overlooked part of that picture: adult education.

Adult education’s impact is clear when we read about adult diplomas and equivalencies. And thanks to the foresight of state government, we are seeing the positive impact of adult education’s state-funded Maine College Transitions Program, reducing the need for developmental-level college classes.

Perhaps less obvious is the impact of our adult literacy work and the benefits that improving adults’ basic skills has on those around them, particularly adults parenting young children. A bottom line is that well-prepared parents can actively support their children’s development, including school-readiness during the critical 0-5 years. (my emphasis)

Literate parents are not only essential but may eventually reduce the need for ongoing increased funding addressing educational deficiencies. However, it is critical to note that funding for adult education begins at home. Statewide, 42 percent of funding for programs comes from locally raised taxes. State subsidy reimburses certain expenses, providing 22 percent of adult education funding.

Local support provides direct student services and indirect benefits to the community. A recent study by Franklin County Adult Education and University of Maine at Farmington calculated that $1 invested in GED programming returned $7 through increased earning ability and participation in the economy. So to use Rohman’s words in a different way: Even though our political and fiscal climate makes additional spending unattractive, investing in [adult education] will benefit our communities and our businesses both today and in the future.

“Adult literacy an economic issue for San Antonio”

An editorial in the San Antonio Express-News last week claims that there is just one “formal” adult literacy program for the entire city of San Antonio—stunning, if true—and calls on the local community to come together to address the need for adult literacy services the same way it has come together to support early childhood education and homelessness:

The city of San Antonio has shown great initiative in addressing early childhood education. The creation of Haven for Hope was a bold attempt to provide one-stop services for the homeless population.

There is no reason the community can’t rally around improving adult literacy, as well. It is in the best interest of our families, economy, present and future.

Lobbying for Literacy

State Advocacy 2013The National Council of State Directors of Adult Education recently released the results of a survey on the use of paid lobbyists for adult education  at the state level.

Eight states reported using paid lobbyists. In all of those states, lobbyists are funded by the state adult education professional association. In six of those states, they work for those associations directly. In the other two states, the associations pay for lobbying services by contributing to coalitions that were organized to advocate for a broader range of education and human service programs.

I suspect the actual number of broad-based coalitions that at least do some advocacy that’s at least relevant to adult education funding or policy is actually a bit larger—even if they don’t do it directly. This survey was apparently focused on direct lobbying for adult education. But most statewide coalitions that advocate for funding for human services or education probably at least nominally include adult education as one of those services. It may be that those coalitions are not actively engaging policymakers on the issue of adult education, and/or may not really be working with adult education advocates in the state to integrate the need for adult education into their talking points. Raising the profile of adult education within these kinds of broad advocacy coalitions is a subject worthy of further discussion, I think.

Increased Cost Means “Fewer Adults Will Try to Get Their GED”

Let’s take a break from all this federal policy stuff and check back in with the looming GED disaster, by way of this article by Marc Larocque in today’s Taunton (MA) Gazette:

[Carmen] Botelho [director of the Taunton Adult Education Partnership] said that if the more costly 2014 GED exam is implemented as a standard in Massachusetts, it would also put a burden on adult education programs in Taunton and across the state.“Absolutely, it will be tougher for the program,” Botelho said. “We have funds available through the Taunton Literacy Council that we provide to students for the test, if they can write a letter to the council explaining the situation and its approved. It will be tougher for program in that way. It’s definitely going to be a challenge for the students. And the program will also face financial difficulty because there will likely be more requests for assistance.”

Botelho predicted that fewer adult students will try to get their GED if the costs are nearly doubled, as monthly bills and immediate family needs take precedence. (my emphasis)

Whatever the business rationale is for increasing the costs or otherwise making high school equivalency exams less accessible, pricing adults out of the opportunity to earn a high school credential doesn’t make much sense as a matter of public policy, does it? (Presuming we agree that increasing the number people in this country who have high school level credentials is desirable.) Yet despite two or more years of hearing stories like the one above, there seems to me to be sort of grudging acceptance in some circles that it’s reasonable to make the whole process “tougher” and more expensive, and I (honestly) don’t know why.

I realize that this is primarily a state matter but a national discussion about policies that would encourage more adults to acquire their high school diploma in light of these increasing costs (and other challenges) might not be a bad idea.
