Legislative Analyst’s Office Recommends Restructuring of California Adult Education Funding

EdSource published a good story earlier this week about the continuing effort by advocates in California to fix their broken adult education funding system. As I’ve written previously, (here, for example), a budget mechanism implemented in 2009 known as “categorical flexibility,” has allowed California school districts to divert funds from adult education to support its K-12 programs. Altogether, the LAO estimates that over $450 million in state and federal government funds—more than half of the funds that used to be available—have been diverted out of California’s district-run adult schools since the categorical flexibility law was passed.

California’s Legislative Analyst’s Office (LAO) recently issued a report that recommended a return to a dedicated funding stream for adult education—on other words, remove it from the list of programs that can be poached for other purposes.

Unfortunately, the article makes it clear that there still isn’t a clear legislative path towards implementing that recommendation.

If it’s the intention of the Governor that adult literacy, English language acquisition and immigrant integration, basic skills related to readiness for work or college, are no longer critical services, then that needs to be made plain in policy discussions, and not be the desultory by-product of budgetary reform. In such policy discussions it would be hard to ignore the historic role that adult education has performed for California, and to discuss in what form that needed service continues.

Addressing Adult Literacy Can “Create a Legacy of Inter-Generational Achievement”

A New Zealand Literacy group is citing research from Australia, of all places, as further evidence that “addressing adult literacy needs has the potential to create a legacy of inter-generational achievement.”

Research published last week in Australia on the effects of positive parental engagement on children’s learning has serious and urgent implications for New Zealand. Literacy Aotearoa is calling for the government to recognise that adult literacy issues affect not just the current generation of adults, but also the educational performance of their children(my emphasis)

The study, ‘Parental engagement in learning and schooling: Lessons from research,’ which was commissioned by the Australian Family-School and Community Partnerships Bureau, notes that parental engagement has a positive impact on many indicators of student achievement. These include higher grades and test scores, enrolment in higher level programmes and advanced classes, higher successful completion of classes, lower drop-out rates, higher graduation rates, and a greater likelihood of commencing postsecondary education.

The study references academic research, using economic modelling to examine the impact of parental engagement. The research showed that parental effort has a large effect on student achievement, compared with school resources such as per pupil spending on teaching. That effort improved students’ academic outcomes to levels equivalent to those of students whose parents had received an additional four to six years of education.

The study also references a 2003 report into community and family influences on the education of New Zealand children prepared by the Ministry of Education.

“There are three lessons New Zealand can learn from this research conducted by our near neighbour,” says Te Tumuaki (Chief Executive) of Literacy Aotearoa, Bronwyn Yates. “The first is to confirm just how important parental engagement is. The second is to note the implications for children whose parents, despite their desire to see their children succeed educationally, are less able to positively engage in assisting them because of their own difficulties with literacy, language and numeracy. The third is to recognise the opportunity offered by this pre-Christmas report for government and communities to take urgent steps to address the high literacy needs of adult New Zealanders, as a genuinely change-making investment in families for generations to come.” (my emphasis)

MA Secretary of Education: Return on Investment for Adult Literacy “Huge”

Massachusetts Secretary of Education Secretary Paul Reville, in a blog post from last week:

We know that parents and families are a student’s primary teacher and play an indispensible role in the development of children’s cognitive, social and emotional development. Programs like this one equip families with the skills they need to help children succeed in school and go beyond that to increase adults’ competitiveness in the job market so they can earn a living and support their familyThe return on investment here is huge, yet there are over 450 families still on the waiting list for this program alone because of a lack of resources for Adult Basic Education.

I cannot emphasize enough the enormous difference that effective adult education programs can make in the lives of families.  I felt it in the emotion of the parent testimonies that day and saw tangible results of this program in doors now opened to adults and families through it.  There are currently an estimated 1.1 million adults in Massachusetts in need of Adult Basic Education Services and less than 5% of that population is having those needs met.  We can and should do better. (my emphasis)

It’s encouraging that an education official at this level is arguing for adult education’s return on investment so forcefully. It’s also refreshing—and from a policy perspective, I think this is ultimately going to prove to be more effective—that he views adult education as an investment in families and communities, and not just “workers.” I think this puts job skills, as an outcome of adult education, in the proper context, as one of several outcomes of adult education that work together to strengthen families and the communities they live in.

One other really critical point: Reville’s post was inspired after a visit to a family literacy program in Chelsea, Mass. This is why it’s really important to invite public officials to visit programs so that they can see the impact for themselves. I’d like to believe that every cabinet-level state education official makes a visit to an adult or family literacy program at least once a year. If that’s not the case, it’s something we need to work on.

Senator Durbin: Federal Education Spending Boosts Economy

His comments about Medicare and Social Security got most of the attention, but in his speech yesterday at the Center for American Progress, Senator Dick Durbin (D-IL) also came pretty close to taking the position that education should be firewalled off from any further spending cuts that are included in the deal to avert the year-end fiscal cliff.

According to my notes, he said that if the deal includes caps on spending, it should not apply to things that “create jobs and growth and opportunity in our economy.” In that category he included education, infrastructure, and research. In fact, he said that, if anything, we should be spending more in this category, particularly on infrastructure.

He did identify one area where savings could be found in federal education spending: financial aid that ends up at for-profit schools, citing some figures from the Harkins report on the percentage of federal college loans that goes to for-profit tuition and the high default rates on those loans.

Senator Durbin also made the point that probably can’t be said enough: if spending cuts do end up being part of the deal, it’s important to note that $1.5 trillion in savings were already created by capping funding for discretionary programs in the Budget Control Act, and a disproportionate amount of those savings came from non-defense programs.
